Claims
that the Accra-Kumasi Expressway project has cost close to GH¢11 billion have
been formally refuted by the government. Felix Kwakye Ofosu, a spokesperson,
confirmed that the money is still in a designated Bank of Ghana account and
asked the public to disregard these false social media rumors.
According
to the Controller and Accountant-General's Department (CAGD), a misconception
about government accounting is the root of the issue.
The
government established the Accra-Kumasi Expressway Limited, a Special Purpose
Vehicle, to oversee the project in order to guarantee efficiency. Mineral
royalties and funds from the Annual Budget Funding Amount were moved from the
Consolidated Fund to this particular account.
But the
CAGD stressed that no contractor has received a single cedi for construction
work. Standard public financial management regulations simply record these
transfers as revenue for the receiving body, even though they appear as
expenditures in central government accounting.
The
National Health Insurance Authority and the District Assemblies Common Fund
follow similar protocols. Until the project's implementation begins, the
government maintains its commitment to it and guarantees the public that the
funds will be kept secure.
